Public Printer Names New General Counsel

Public Printer Bill Boarman has named Drew Spalding as general counsel for the U.S. Government Printing Office (GPO).

The general counsel is the chief legal officer for the agency. Spalding will provide legal opinions and advice to the Public Printer, and represent GPO in all legal matters involving Government and non-Government organizations. Spalding has worked at GPO's Office of the General Counsel for more than 35 years, serving recently as Deputy General Counsel.

"I am honored to have Drew as my General Counsel; he has been a critical component in handling the agency's legal and ethical matters for more than three decades," said Boarman.  "I've known Drew since I was a journeyman printer at GPO in the 1970s and can't think of anyone more deserving to represent this critically important agency."

Spalding joined GPO's Office of General Counsel in 1975.  He was named Deputy General Counsel in 1982 and Acting General Counsel in 2009. He also serves as GPO's ethics counselor.  Before coming to GPO, Spalding was a staff member of the Presidential Clemency Board and then briefly with the Office of the U.S. Pardon Attorney in the Department of Justice.  Spalding graduated from Bowdoin College and then was commissioned First Lieutenant in the U.S. Army. He earned his law degree from Boston University Law School.
